Map systems, records, and stakeholders

Trace the real workflow, systems of record, handoffs, workarounds, administrators, affected staff, and constraints without placing protected records in the selection file.

Publish one outcomes-based request

Give candidates the same need, response rules, criteria, schedule, and question process. Ask them to expose assumptions, responsibilities, costs, adoption, and handoff.
